In 2016, Finland imposed a law that would charge street harassers an on-the-spot fine if caught in the act. However, the law only applied to physical assault, excluding catcalling entirely. The city of Rotterdam went even further, making it possible for harassers to be fined up to 4100 euros for following women for sex or jeering at them in the street.
